HOPEX allows same "Required Capability" on Value Stage object

Why does HOPEX allow the same "Required Capability" to be mapped to a Value Stage object (see attached picture)?  Is this intentional behavior?  Why would one want to have the same capabilities with same attribute value?

Hi, it looks like an unintentional behavior, the Intermediate object (Capability Requirement) allows this to happen as there can be many Capability Requirements, each can have one Required Capability BUT there is nothing stopping them ALL having the same Required Capability.
