This settings is related to Oracle storage and does not apply to SQL Server storage.

FYI, the configuration StatementCacheSize enables to bypass a privilege on V_$PARAMETER (Oracle storage)

I don't know if this would help you i faced the similar problem and fixed it by adding the following statements in MegaSite.ini file of Mega
[ORACLE]
StatementCacheSize=490
