There are no New/Connect buttons

Hi community. 

How to enable the buttons "new" and "connect"?

Context.

I selected an Operation object (into a org process map), right click on it and select properties, then "characteristics" > Org Unit, I can´t see the green buttons New and Connect, why is that? This problem is happening in a productive environment, but if I do the same steps in our lab environment, I can see the buttons there, what could be the problem? 

I'm attaching and SS here, the red square is the environment with the problem, the blue square is our lab, there we can see those buttons. 

In our lab we are using v4 CP5, in the other environment (the problem is here) we are using v4 cp4.

This link was restricted in HOPEX V4 (to increase data consistency, since this is mainly driven by the org-unit / participant link) and re opened in HOPEX V4 CP5 (since most users seemed to want the flexibility back)
