Error: This XML file does not appear to have any style

Hi,

SSO is configured with "Windows IIS identity provider":

Some of the users are gettering this error when they try to login via SSO:

"This XML file does not appear to have any style information associated with it. The document tree is shown below."

They have tried Chrome, IE and Edge browsers. Without SSO, they can login with their Windows logings and Passwords. Has anyone encountered this error on the web before?
