Unable To Compile Meta Model

The attached error was encountered when trying to import a meta model change (two additional attributes to an Org-Unit) to Hopex V1R1 CP01 preventing compilation of meta model. It is strange as the import file was exported from an environment that does not have Polish or Chinese languages installed and can be imported without problems into CP03.

What is causing the error and how do I fix it?
