Issues with Report Chapters referring to java Macro- Error when adding a report chapter

I get the following error on Report Chapters:

1. I add a report chapter to an existing report (image 2)

2. I save the report chapter (Image 3) and  I get the following message: There is no 'ChangeItemDatatechnical' for Absolute Identifier that has the *** value

3. The image chapter is on the Report Template but then I disptach the tx (image 4 )

4. After the disptach the report chapter disappears. (image 5)

I have tested this numerous times and have the same issue surfacing again and again!
