Difference between import mgr in transaction and import in administration tool

Hi,

we created a mgr file to allow recursive links (next message) between mesages (connecting 'operator Allow cycle' to our MetaAssociation )
After importing in my transaction, it works fine.
After importing in administration tool it does not work.

What can be the reason for this difference and what can we do about it?

We have to much repositories to start a transaction for each of them.

This is not a known issue.
If you are able to replicate the issue, open a case so that we can perform further investigations.
