I have checked the Webconfig and the DelegatedLogin value is already 0 .

Does the functional user which we are using should have any special right  ?

can you be more explicit ? 

What are you trying to achieve ? What is the problem ? are you the administrator on the server side or a regular user ? Did it work before and it is not working anymore ? or is it a new installation ?
