Your version is "a bit" old 😉 You should consider migrate toward a more recent one !
Not having the control submenu might come from your licence or from an option, I do not know.
In any case, either your have a parameter in the caracteristics of your web site that is not correctly filled, or a query used in the "Objects" tab of your website that does not work properly. A likely cause would also be that in the "Pages" tab, one of your pages is linked to a descriptor that does not exist any more or that has a problem. As you see, there can be many reasons to this message.
Also try to edit the logfile to see if you have more details.
