Bordeaux Métropole (formerly the Urban Community of Bordeaux) is a Public Establishment for Intermunicipal Cooperation (EPCI), which brings together 28 municipalities spread over both banks of the Garonne, covering nearly 750,000 constituents. The 2014 law governing the creation of metropolitan areas in France aimed to pool shared services (Finance, HR, IS, etc.) under the responsibility of local authorities.

As part of the modernization and transformation of Government information systems, the State Administration Department launched an IS transformation process in 2015. In this context, the department responsible for the administration, change, and data governance of information systems, started a data mapping exercise.

What were the main steps of your project?

We started working with Bizzdesign in 2000 under an initiative to begin mapping our enterprise applications. Two years later, we added business process mapping, which until then had been managed using software that was part of the quality management system we implemented for our ISO 9000/2000 certification.
