Each entry in the History is actually an object, with basically a change type , a user and a description. You would need to query theses objects in the change history so you find the correct object. Its not an easy task but it should be doable.
If you have the history activated, you would the it in the history. If you are using the Time Machine, you could just go back to the date you would like to check against, and simply look at the attribute, and you would see the old value.
